Abstract People with disabilities who have complex health and housing needs have limited housing options. Younger adults with disabilities are inappropriately placed in personal care homes with seniors when the cost of supporting a person in her or his own home exceeds the cost of supporting her or him in an institutional setting. Over the last decade, a working group called the Housing for Assisted Living (HAL) Committee has been seeking a solution to this problem in Winnipeg. The WIRA research project described in the following article focused on social issues in the inner city where the assisted living facility is located. Qualitative interviews were conducted with people with disabilities and service providers. Participants highlighted the shortage of accessible and affordable assisted living housing in Winnipeg, as well as safety issues in the inner city. Our recommendations reflect these concerns. The final report was released at a public information session in January 2005, and posted on the project website www.halproject.mb.ca and on the website of the Winnipeg Inner-City Research Alliance http://ius.uwinnipeg.ca/wira_publications.html.
